Consultations and Evaluations

MLF provides facility opportunities to users from academia and industry, whether from Japan or overseas. To that end, evaluations are carried out by committees composed of both domestic and international experts, to guarantee fair research proposal selection, user convenience, and operation appropriateness.

MLF Facility Use Committee

This committee reviews and confirms the decision criteria in Neutron / Muon Proposal Review Committees and Neutron / Muon Instrument Committees. It shares members with the selection committee, based on a shared use law.

Neutron / Muon Proposal Review Committee

All research proposals submitted by users undergo a peer-review process, conducted by domestic and international researchers. The Neutron / Muon Proposal Review Committee is composed of both domestic and international experts and decides whether to accept or reject a proposal based on the results of the review, they distribute beam-use time in an appropriate manner. The Neutron Proposal Review Committee is a joint committee with the User Research Proposal Review Committee, based on a shared use law.

Neutron / Muon Instrument Committee

Proposals of new instruments (beamlines) or evaluations taking place during instrument operation are conducted by members of this committee, which includes experts not affiliated with MLF. The Neutron Instrument Committee is a joint committee with the Specialized Facility Review Committee, based on a shared use law.

International Advisory Committee (IAC)

Annual evaluations of J-PARC as a whole are conducted by committees composed of domestic and international experts, they suggest suitable facility operations in accordance with international standards.

Neutron Advisory Committee (NAC)

This committee provides evaluations on the advancement, maintenance, management, and user support of facilities and equipment; they also suggest operational policies in neutron experiment facilities.

Muon Advisory Committee (MAC)

This committee provides evaluations on the advancement, maintenance, management, and user support of facilities and equipment; they also suggest operational policies in muon experiment facilities.

User meetings

These meetings are where J-PARC executives (including the director) and user representatives can exchange information relating to the operation of J-PARC.

The reviews of KEK inter-university research-based usage proposals are conducted by the KEK IMSS Joint-Use Neutron Experiment Review Committee and the KEK IMSS Joint-Use Muon Experiment Review Committee. Additionally, the neutron-use research proposals implemented at MLF include JAEA project topics submitted by JAEA employees; these include innovative MLF staff-led research, the development of new measurement techniques, facility-advancing research and development, and CROSS development proposals submitted by CROSS employees, which include research and development contributing to the promotion of beamline use.
